National Assembly Backs Safaricom Ahead of SHA Planned Launch
The Health Committee of the National Assembly has officially approved the Safaricom-led Integrated Information Technology System for Universal Healthcare project, confirming that all procurement processes are compliant and above board.
The much-anticipated project, aimed at actualizing the Social Health Insurance Act, No. 16 of 2023, is set to commence operations on October 1, 2024.
The committee raised initial concerns regarding the legal prerequisites, particularly the absence of a formal consent letter from the Office of the Attorney General.
However, the Ministry of Health promptly addressed these issues by providing the necessary clearance, thereby ensuring transparency and the protection of public funds.
Safaricom PLC, as the lead partner in a consortium that includes Apiero Limited and Konvergenz Network Solutions Limited, will oversee a Kshs. 104.8 billion initiative that encompasses a comprehensive suite of healthcare solutions.
These include the development of a Health Information Management System, a telemedicine platform, and enhanced digital health infrastructure.
The committee highlighted Safaricom’s extensive 5G network and robust market position as key factors in its selection as the lead partner. With connectivity reaching over 99% of Kenya, the project promises to revolutionize healthcare delivery, particularly in underserved areas.
Concerns regarding potential conflicts of interest were also addressed, with the Ministry clarifying that due diligence was conducted by Kaplan & Stratton Advocates, ensuring the procurement integrity remains intact.
